This is a stop gap to ensure that jobs are distributed equally between the two clusters. Currently Github ARC on the us west cluster is not grabbing any jobs for assignment, so all the jobs are run on the US central cluster. This patch ensures that the jobs get distributed equally.
With this patch, we need to explicitly update the runner groups before performing any maintenance and half of the requested jobs will hang forever if a cluster goes down entirely.
